If Howard had an extremely practical laundry folder like the one Sheldon uses in The Big Bang Theory "The Bad Fish Paradigm" (season 2, episode 1), his answer would be very different. Howard would have a lot of fun folding his laundry (you could easily become single again!) and his closet wouldn't have to be tidied by Sheldon himself in "The Closet Reconfiguration" (season 6, episode 19).
Penny's apartment is also a mess. So poor Sheldon has no choice but to tidy up her place too - his pedantic sense of order and his compulsion to sort and catalog everything make it impossible for him to view the chaos of others with indifference. He should urgently think about giving her a laundry folder. That would certainly help.
